When units move into a plague area,does the units get eliminated?

Yes.

1st Era - all units in plague tile
2nd Era - all units in plauge tile and all within 1 tile.
3nd Era - all units in plauge tile and all within 2 tile.
4nd Era - all units in plauge tile and all within 3 tile.

All settlements in any tiles in that range are also reduced by 1 level (never below level 1).

Also, in theory a city can be built in a tile without looking at the token. Thus, later checking the token would change the circumstances of the city (ie: hit by plague, gain resource, etc.)
