Has ANYONE ever passed the Checks and Balances Law ("When a player chooses a Strategy Card during the Strategy Phase, he must give the chosen card to another player who does not currently have a Strategy Card")?

If yes, did the game lock up because of it? I can't imagine anyone giving another player the ISC with this law enacted, unless someone had a substantial lead and the Phase II objectives were next to be drawn.

We played almost an entire game with it, but as we played "The Ancient Throne" the game did not lock up.

We passed checks and balances, but the game did not lock up. Instead, the leader always gave ISC to the player in last place, hoping that he would flip up the Imperium Rex objective.

You really only need a one point lead to be willing to give someone else the ISC, if there is a chance it'll just mean you win. Otherwise, your stalling will only give other players more time to catch up. Plus, there is always someone at least two points behind the leader to give ISC to without entirely relinquishing your lead.

We passed it in one game, but since we had only 4 players, every strategy card had to be assigned each time anyways. Was an interesting change to the game, to say the least.
