We played Manifest Destiny last night. It was a competitive game in which no one could get too far ahead before the others dragged him back to the pack.

One question arose that we couldn't find a definitive answer to.

Which cards count in determining turn order choice?

The rules and FAQ make it clear that if a card is countered or cancelled (for example, by President or Abraham Lincoln or Supreme Court,) the card still counts.

Here's what we weren't clear on. If you use a card as a Counter Card, or to nullify another card, does the card you play as a Counter count in determining turn order choice? For example, if another player plays Spy against me, and I counter it with President, does my President count in determining turn order choice?

They all count for turn order choice, regardless of how or why you played them. Only the cards discarded using Storytelling do not count.
