I've reread the rules and I just can't grasp the flow to the game. The board and components are fine otherwise.

As pointed out the rules are somewhat lacking in clarity. The following may be of some help.

SEQUENCE OF PLAY – EACH ROUND HAS 4 PHASES

REVEAL BUILDING TILE

ACTION PLANNING

RESOLUTION OF ACTIONS

INTRIGUE (PERMISSABLE ONLY IF NO ALLIES ARE IN THE STREET BUT AT LEAST 1 ALLY IS IN AN ADJACENT STREET AND A PARTICULAR ALLY IN THIS STREET IS NOMINATED TO CARRY OUT THE INTRIGUE).

IF 2 OR MORE PLAYERS ATTEMPT THIS ACTION THEN INTRIGUES FAIL – CHECK FOR CORRUPTION/VIOLENCE

IF ONLY 1 INTRIGUE THEN THE INTRIGUER SELECTS AND PLACES AN INTRIGUE CARD FACE DOWN. OTHER PLAYERS IN STREET DO LIKEWISE. THE CARDS ARE REVEALED. IF ANOTHER PLAYER HAS MATCHED THE INTRIGUERS CARD THEN THE INTRIGUE FAILS – REMOVE THE NOMINATED ALLY AND CHECK FOR CORRUPTION/VIOLENCE.

IF THERE IS NO MATCH THE INTRIGUE SUCCEEDS – PLACE PREVIOUSLY NOMINATED ALLY IN STREET AND CARRY OUT INSTRUCTIONS OF CHOSEN INTRIGUE CARD.
IF MURDER – REMOVE AN OPPOSING ALLY FROM STREET.
IF ACCUSATION – ALL OPPOSING ALLIES ARE PLACED IN THE STREET PREVIOUSLY OCCUPIED BY THE NOMINATED ALLY.
IF INTIMIDATION – ALL OPPOSING ALLIES ARE REMOVED AND PLACED IN STREETS ALREADY OCCUPIED BY LIKE ALLIES (OWNERS CHOICE).

WITH A SUCCESSFUL INTRIGUE ANY CORRUPTION/VIOLENCE ATTEMPT IS IGNORED.

CORRUPTION (NO PRE-CONDITIONS)
VIOLENCE (MUST HAVE AT LEAST 1 ALLY IN STREET WITH OPPOSING ALLIES ALSO IN STREET).

ANY PLAYER USING THESE ACTIONS IS ATTEMPTING AN ATTACK. TO CARRY OUT AN ATTACK A SECRET BID IS NECESSARY – CORRUPTION REQUIRES FLORINS,VIOLENCE REQUIRES MERCENARIES. IN THE CASE WHERE MORE THAN 1 PLAYER ATTACKS THE HIGHEST BIDDER SUCCEEDS AND ALL OTHER ALLIES PRESENT BECOME DEFENDERS. NB 1 MERCENARY = 5 FLORINS. THE ATTACK STRENGTH IS THE AMOUNT BID. ALL BIDS ARE RETURNED TO GENERAL SUPPLY.

DEFENDERS AGAINST CORRUPTION EACH THROW 1 DICE FOR EVERY FRIENDLY ALLY IN THE STREET, RE-ROLLING FOR EVERY 8 THROWN. IF THE TOTAL EQUALS OR IS GREATER THAN THE ATTACK BID THEN THE ATTACK FAILS. DEFENDERS STRENGTHS ARE NOT ADDED.
IF A CORRUPTION ATTEMPT SUCCEEDS THEN THE ATTACKER MAY PUT AN ALLY INTO THE STREET.

DEFENDERS AGAINST VIOLENCE EACH THROW 2 DICE IN TOTAL, RE-ROLLING FOR EVERY 8 THROWN. IF THE TOTAL EQUALS OR IS GREATER THAN THE ATTACK BID THEN THE ATTACK FAILS. DEFENDERS STRENGTHS ARE NOT ADDED.
IF A VIOLENCE ATTEMPT SUCCEEDS THEN THE ATTACKER REMOVE AN OPPOSING ALLY FROM THE STREET.

EACH PLAYER MAY ACCOMPLISH 1 MISSION PER ROUND IF ABLE TO SATISFY THE MISSION REQUIREMENTS.

END OF ROUND

EACH PLAYER MAY BUILD ANY DISPLAYED BUILDING IF ABLE TO SATISFY THE REQUIREMENTS.

PROFIT – FOR OCCUPIED BUILDINGS AND STREETS TAKE 5 FLORINS, FOR CENTRAL (M) STREETS WHERE SOLE OCCUPANT TAKE A BONUS OF 5 FLORINS.

MINIMUM PROFIT IS SET AT 20 FLORINS

ARMING. PURCHASE MERCENARIES – COST 5 FLORINS EACH.
