No, that is a "cost" not a "loss." In other words, it is voluntary and still costs him the full amount of Sanity listed. Only involuntary losses are reduced by one for him.

Brian is right. If you look in the base game rules, they specifically use Harvey Walters in their provided example of casting a spell, and he pays the Sanity cost in the example.
