OK, so... where is it?
I have the base game (18 operations cards), DotF (4 operations cards) and Normandy (14 operations cards). That brings me to a total of 36 sequentially numbered operations cards.
Today I got my copy of the Fury of the Bear expansion and the 11 operations cards included are numbered 38-48.

Number 37 went AWOL, it seems...

Anyone know anything?

Same here. I think it is because:
1: FFG published/will publish some sort of promo-card (for which I couldn't find any hint on the internet)
2: Someone did not count the existing ops cards very well
3: A prototype card was removed from the final release but the numbering for the other cards was not adjusted....

#37 was the "Zombie Apocalypse" card, which caused your dead infantry to rise up and fight for the other side. It playtested poorly, though, so it was pulled at the last minute.

In case I was a little too droll: my previous note about "Zombie Apocalypse" was a joke. Although I feel sure that some enterprising individual could come up with a reasonable implementation of this idea pretty quickly!

I had actually considered running a custom game of Tide of Iron at a con where I simply told the players how to play the American side, and didn't explain how the German side worked. Let them slowly figure out that Something Was Wrong(tm)...

I got an answer from FFG today:

numbering scheme error it's due to the fact that games are made over a
period of months and editors are the last step (after graphic design,
which handles the layout. Most likely cause is that whatever card was
the missing one was edited out, and no one noticed the numbering
difference. It can be difficult with multiple expansions to get that
correct - they generally focus on color scheme matching, card layout,
etc!

ToI has also been a project were multiple designers, both in and out
of house have been involved, which can be tricky!
