TURN 1 September - October, 2001
Jihadists (J): Action Phase 1

- Coming rapidly after the terrorist attacks on the US mainland, Al Jazeera paints a far from friendly picture of US forces in Saudi Arabia. As a consequence, the Saudis slip into Neutral Governance.

- CIA Reports Heavy recruitment (6 cells) in Afghanistan.

USA (U): AP 1

- As if in a counter-move to the Saudis’ step away from the US, King Abdullah of Jordan brings a moderating influence to the Muslim world, creating a much needed Fair Ally.

- Not wishing for it to slip any further, the pro-Muslim propaganda is stepped up in Saudi Arabia, successfully convincing the Saudis that it would be better all round if the kingdom returned to Ally status.

(J): AP 2

- CIA Reports Radicalisation due to lack of cell availability for Plots outside Islamist Afghanistan. As a consequence of this Radicalisation, the report continues with evidence of the appearance of 1 cell in the Caucasus (which has a rather disturbing ‘soft’ posture towards it) and the interception of a cell on its way from Afghanistan to the Besieged Regime in Somalia (now designated a Poor Neutral).

- CIA Reports that the lost cell from Afghanistan has been replaced by 2 recruited cells. There are now 11 sleeper cells in Afghanistan. Something must be done about this ASAP.

(U): AP 2

- Military reserves are called up.

- “This means War!” Regime Change in Afghanistan. We now have a Poor Ally in Kabul and our Prestige goes up by a staggering 1 point, the American People only quietly impressed by the decision to go to war with the Jihadists.

(J): AP 3

- CIA Reports that two Plots have been discovered in Afghanistan. The agency advises speedy resolution in Alerts, as their activation will cause a significant drop in Prestige back home.

- Meanwhile, Hizballah causes rumblings in Lebanon, bringing the noticeably Poor countries to 6 (not that this fact bothers the Pentagon).

(U): AP 3

Although we have significant Operations points, many of them may well spark off highly damaging effects around the world if we tread too heavily. The idea from this point then, until the end of the turn at least, is to tread lightly…

- Military reserves

- The first Plot in Afghanistan is blocked.

(J): AP 4

- Due to the Potent Ideology we face and the distractions of having Plots to deal with, the Active Cells in Afghanistan go for a Major Jihad against the new government in Kabul. Luckily, it fails with the loss of two cells bringing the total number of cells in Afghanistan down to 7.

- CIA Reports 2 further recruits in the Caucasus.

(U): AP 4

- We go for a Disrupt in Afghanistan, hammering two cells and pumping up the Prestige at home (now at 10 and in the Very High box). Our operations in Afghanistan however spark off malcontent in Kashmir, pushing Pakistan into the Fair Adversary alignment.

- The final Plot is blocked. Saddam Hussein, however, responds to our Alert by siding with the Jihadists, their funding pushed back to 9 after Jordan’s King Abdullah called for moderation and Jihadist funding dropped off a point…

(J): AP 5

- With a Jihadist sponsored flareup in Gaza in October, the Prestige at home drops 1 point, taking it back to 9, but any further funds for the Jihadist are merely squandered. The final US Operations planned are discarded and Turn 1 comes to an end.

Funding down to 8 and Prestige to 8 (still the High box). The state of war we are now in means we will only receive 8 cards, whilst our opponents will receive 9.

TURN 2 November - December
(J): AP 1

- CIA Reports a new Plot in Afghanistan.

- The November, 2001 Elections bring a residing victory for the opposition and the New President declares a Soft Posture on the War on Terror. We will now apparently fight the Jihadists with kind words and humanitarian assistance (and a rather large penalty to the GWOT)… Meanwhile, the CIA Reports a 6 cell recruitment drive in Somalia with its Besieged Regime. 2 out of the 6 possibilities are recruited.

(U): AP 1

- “The door of Itjihad was closed”. A shift within the Jihadist movement seems to be hampering their planning of Operations.

- The CIA Reports a successful Alert on the Plot in Afghanistan.

(J): AP 2

- CIA Reports yet another 6 Recruit Drive, again towards Somalia. Luckily, there are only 5 cells available, but this is small consolation when 3 appear in Somalia bringing the total to 5 and with more than enough gumption to try for a Major Jihad in an already weakened country.

- CIA Reports a Major Jihad is now underway in Somalia. Within days the government is toppled. Somalia is now an Islamist Ruled country.

(U): AP 2

- With increased pressure on Afghanistan, we hammer the active cells bringing the total down to 4. Meanwhile, an Oil Price Spike allows us to claim a set of Operations for later use

- Thanks to our now ‘soft’ approach to the horrors of Global Terrorism, we use a Back Channel to convince Pakistan to take a more Neutral stand. The addition of Aid also helps.

(J): AP 3

- CIA Reports a 2 Recruit drive is underway in Saudi Arabia but neither are successful.

- 3 Plot attempts, all, once again, in Afghanistan, fail.

(U): AP 3

- After the shock of seeing the possibility of cell recruitment in Saudi Arabia we decide to try and convert Saudi Arabia into a Fair Ally. Partly thanks to the limitations imposed upon us by the discrepancies between US and World opinion on fighting the GWOT, we fail.

- Military Reserves

(J): AP 4

- CIA Reports yet another cell recruit drive in Saudi Arabia, this time with 4 possibilities, resulting in the appearance of 1 sleeper cell.

- CIA Reports a fourth attempt at recruitment in Saudi and this time manage to recruit 3 cells bringing the total in Saudi Arabia to 4.

(U): AP 4

- Christmas, 2001 and, using the military reserves from the previous phase, we attempt a WoI on the Gulf States which is successful and our Resources go up to 3 on the Victory track. Additionally, Hamas is elected in Palestine which pushes Prestige down to 9 and Funding to 7. Any final Operations are discarded in the chaos and confusion…

(J): AP 5

- CIA Reports 1 cell from Somalia managed to reach Afghanistan by travel.

Funding down to 6 (Moderate Funding) and Prestige to 8 (the High WoI box). Once again, we’ll only receive 8 cards. Luckily our opponents will also only receive 8.

TURN 3 January, 2002 - February
(J): AP 1

- The Lebanese Prime Minister is killed in a car bomb in January, the repercussions worsening Syrian governance to Poor.

- CIA Reports 1 of 2 Plot attempts were successful in Saudi Arabia, also exposing two cells to possible retaliation.

(U): AP 1

- Plot Alert in Saudi and discarded.

- Military Reserves for possible future Operations.

(J): AP 2

- With the lack of cells to recruit, CIA Reports a second wave of Radicalisation and the successful trip taken by 1 cell from Somalia to Afghanistan.

- CIA Reports 1 successful Plot in the steadily ravaged Saudi Arabia.

(U): AP 2

- Thanks to the Reserves, the Plot in Saudi is quickly foiled.

- Again, thanks to the Reserves, a Disrupt against the exposed cells in Saudi increases Prestige at home and knocks down the total cells in Saudi to 2 sleepers.

(J): AP 3

- CIA Reports travel by 3 cells. 1 from Somalia to Afghanistan was intercepted, 1 automatically made it to the Gulf States from Saudi and the third was intercepted on its way to the Caucus region.

- CIA Reports that the last active cell in Somalia became a sleeper.

(U): AP 3

- The February theological ruling on a fatwa redirects the Jihadist focus worldwide. Meanwhile, US forces disrupt the sleeper in the Gulf States, turning it active and therefore an easy target for further disruptions.

- The disruption of this active cell coincides with the recruitment of a Somali Jihadist cell in Somalia.

(J): AP 4

- Opium boosts Taliban finance in Afghanistan and there are now 8 cells there. One more and we could have yet another Major Jihad on our hands. Its is clear the Administration should have kept up their pressure on the remaining cells in Afghanistan.

- Another Oil Spike and the feeling that, this time, our adversaries have benefited from it.

(U): AP 4

- Special Forces are sent in against the final sleeper cell in Saudi Arabia, removing it.

- Not wishing to push our luck, any further Operations (operations that could well have created Jihadist cells in the UK) are discarded.

(J): AP 5

- CIA Reports that luckily, a final sneak Plot in Afghanistan, failed.

Prestige down to 10 and Funding to 5.

TURN 4 March - April
(J): AP 1

- A Taliban resurgence in Afghanistan in March turns the government in Kabul into a Besieged Regime and a new cell appears there and in Pakistan. There is now a chance that the 9 cells in Afghanistan will go for a Major Jihad in the next Phase.

- With Schengen Visas, 2 cells head for the European Union, luckily from those gathering in Afghanistan. The CIA reports that they reached Spain and Germany, both of which are at ‘hard’ posture.

(U): AP 1

- We take this moment to hit Afghanistan with a Disrupt in an attempt to bring the 7 cells down to a more manageable level.

- The second Disrupt in Afghanistan eliminates the last active cell and turns up one of the sleepers.

(J): AP 2

- The cell in Pakistan tries for a Minor Jihad, but is unsuccessful.

- 2 Trained Jihadists, without known links to any terrorist nexus, move into Russia from the Caucus and Somalia from Afghanistan. With a cell now in Russia, there is a threat of WMD grab, so we must deal with it ASAP

(U): AP 2

- The discussion concerning the distrust of the Ex-KGB in the media at the end of March actually becomes a windfall for the US as, with the assistance of, ironically, some Ex-KGB, we disrupt the recently arrived Russian sleeper cell, activating him.

- With Aid going to the Kurds in Iraq, we send operatives to Russia to finish the job of disrupting the now activated cell.

(J): AP 3

- The CIA uncovers more Plots in Afghanistan. Fortunately, the plotting cells are activated, saving us a lot of time digging them out of their mountain hide-outs, unfortunately 2 Plots succeed.

- A third Plot is placed in Afghanistan. We have our work cut out for us, but very few Operations to deal with them…

(U): AP 3

- As we shift up Military Reserves, Shia militants in Afghanistan rise up, destroying 2 of the remaining 3 cells - Despite the 3 plots, it seems that we are a step away from finally eradicating the Jihadist scourge from this battered country…

- We block the first Plot, but inspire Uzbek Jihadists to rise up in Central Asia (a poorly governed neutral and another region where WMD might well be grabbed) and, of course, Afghanistan. I just know I opened my mouth way too soon in regards to Afghanistan, but what can you do?

(J): AP 4

- CIA Reports more travel possibilities from Somalia and Afghanistan to Afghanistan and Central Asia, repectively. The cell travelling from Somalia was intercepted, but the cell crossing the boarder into Central Asia was not

- The Kashmir insurgency spawns Jihadists, and a cell appears in ‘soft’ India and in Pakistan.

(U): AP 4

- The second Plot is blocked.

- The third Plot is also uncovered but at the expense of a war in Lebanon and the appearance of a cell in Iraq as a consequence.

US Prestige drops to 9 and Jihadist Funding drops to 4. It seems as if their funding is drying up, but I’m sure this will be another case of famous last words. Additionally, we are probably almost half way through the ‘year’.

TURN 5 May - June
(J): AP 1

- The cell in Pakistan fails in its attempts at Minor Jihad and once again Pakistan is free of Jihadists. We can only hope that this continues as these coming phases will hopefully see an intense Operational WoI drive in Saudi and Lebanon…

- CIA Reports possible travel. A cell in Caucus makes it to Central Asia, the possibility of a Major Jihad now highly likely, there being now 3 cells there. Somalia continues in its attempts at feeding cells into Afghanistan, this one a success, moving the number of cells there to 2.

(U): AP 1

- The US pushes for Reserves, planning for the upcoming WoI.

- We make our WoI attempt in Saudi, some insider information that Saudi Jihadists may well be preparing to export Wahhabism in the coming phases. This time, with the + 1 from a High level of PSYOPS we push the governance to Fair.

(J): AP 2

- CIA Reports two fresh Plot attempts in Afghanistan, yet both fail, exposing the previously ‘hidden’ sleepers.

- We are given a chance to support the Muslim community in Kosovo which means Serbia will retain its ‘hard’ posture. Meanwhile, the cell that travelled to Central Asia now moves into Afghanistan and the threat of Major Jihad in Central Asia passes.

(U) AP 2

- Towards the end of May, Ayman al-Zawahiri, Bin Laden’s second in command is captured, pushing Funding down 2 points to the 2 position (’Tight’). Meanwhile, with the last Reserves, we try a WOI against Lebanon which fails abysmally. (Why we didn't go for a WoI in Saudi is beyond me...)

- We push for 2 more Reserves, whilst at the same time 2 cells appear in Indonesia thanks to the rise of Southeast Asian Jihadists. This, of course, brings Indonesia into the GWOT, their governance, very luckily, ’fair’, taking me one further step towards Victory.

(J): AP 3

- In June, we strike it lucky in the Tora Bora! 2 cells are eradicated and Prestige hits 12 with massive support from the People at home! Our enemy does however gain some breathing space and runs a successful Minor Jihad in Indonesia, bringing the government down to Poor…

- The breathing space we allowed our opponents after the success in Tora Bora is converted into a successful Plot attempt in Afghanistan, but luckily we have Khalid Sheik Mohammed sitting in a holding cell, waiting for interrogation. We’ll have a little chat with him later…

(U): AP 3

- With our Prestige at Very High, we quickly turn Indonesia back to ‘fair’ but unfortunately Regional al-Qaeda bases crop up in Algeria and Turkey at the same time…

- The threat of Wahhabism exportation is upon us and we try to bring the Saudi government to a ‘good’ level. Again, with our high level of PSYOPS, we are successful and the Jihadists receive only 1 point of funding…

- (J): AP 4

- CIA Reports yet another Plot in Afghanistan. The Jihadists are really putting on the pressure and we’re lucky we have KSM up our sleeve…

- We are getting reports of a successful Minor Jihad in Indonesia once again. The embattled government there slips to ‘poor’ once again…

- (U): AP 4

- It’s time for our little chat with KSM and the Plots in Afghanistan are removed. We also gain further Operations possibilities.

- Through Disrupt, we take out the cell in India, but the cell in Germany places 2 Plots in a Martyrdom Operation.

(J): AP 5

- Central Asia pushes a cell into Afghanistan in a pattern we’ve seen repeat itself over the last few phases.

(U): AP 5

- We block one of the Plots in Germany but the second one goes off. Although the 6/11 attack is small, it does take place in Europe and Jihadist Funding goes up to 5 (the Moderate box). The German’s Posture remains ‘hard’ though Italy and Eastern Europe go ‘soft’ in an attempt to align themselves with US posture. As a consequence the World Posture luckily drops to 2.

Prestige to 11 and Funding to 4.

TURN 6 July - August

(J): AP 1

- CIA Reports the Indonesian cell has successfully made it to support the Jihadists in Afghanistan and a cell from Algeria was intercepted trying to make the same pilgrimage.

- As if on cue, 3 out of 2 Plot attempts succeed in Afghanistan and we’re facing a very similar problem to the one faced in the previous Turn, now with the added pressure of CIA intel on a possible move on WMDs in Central Asia.

(U): AP 1

- Military reserves

- 1 of the 2 Plots in Afghanistan is blocked whilst Algeria is tested (a Poor Neutral) and the cell there removed thanks to Iran’s regional flexing of its muscles.

(J): AP 2

- The cell in Caucus goes down in a Martyrdom Operation, ‘The July Plots’, placing 2 plots there. The feeling in the Pentagon is that they’ll have to suffer the attacks, our focus being on Afghanistan and the troops stationed there…

- CIA Reports 2 more Plot attempts in Afghanistan. Neither succeed.

(U): AP 2

- The pressure in Afghanistan over these last few weeks has been mounting and, although we remove the last cell, photos are released of the abuses perpetrated against the plotters. Our opponent gains Operations, we lose 2 points of Prestige and the Gulf States leave our Alliance, going Neutral and taking their Resources with them.

- The same week, IEDs lash a dozen troop convoys in Afghanistan although we are able to destroy the cell in Spain before it can begin Plotting. It’s discovered soon after that a Jihadist killed in one of these IED ambushes was on his way to assist in the stealing of a Cold War virus weapon in Central Asia…

(J): AP 3

- Khartoum is pressured over atrocities and the Sudan is tested. The Poor Neutral becomes a Poor Ally and Aid is pumped in, thanks to our High Prestige standing. Possibly as a consequence to our moves in Sudan and thanks to the increase in funding due to the successful attacks against Germany, the Jihadists begin to recruit again in Somalia. The 2 available cells are quickly recruited, bringing the total there to 3.

- CIA Reports 2 further unsuccessful Plot attempts in Afghanistan.

(U): AP 3

- We push for alignment of Posture in Spain, turning their ’hard’ to ’soft’, whilst at the same time Danish Cartoons stir up hatred for the now ‘soft’ Scandinavian government, the Jihadists placing a Plot in the Scandinavian Embassy in Yemen as a direct response.

- The August Plot in Yemen is ready to blow, but when it does, our CIA operatives ensure us it will cause a Backlash against the Jihadists… We discard any further Operations for fear of a possible WMD grab in Central Asia.

(J): AP 4

- CIA Reports a Plot in Afghanistan, a Plot we will not be able to counter.

- CIA Reports a further 2 Plots foiled in Afghanistan.

(J): AP 5

- Bin Laden escapes our clutches, the government in Somalia playing this up for all it’s worth. Prestige plunges to an all time low of 6 whilst CIA reports indicate more cell travel opportunities… A cell travelling to Afghanistan from Somalia is intercepted but an active cell from Afghanistan disappears over the boarder into Central Asia.

The Plot in Yemen does indeed Backfire (1 point), the bomb mysteriously exploding in a Mosque rather than the Scandinavian Embassy next door… The Neutral ‘fair’ government their however becomes ‘poor’. The Plot in Afghanistan explodes and we lose 1 Prestige and our opponents gain 1 Funding. The two Plots in Caucus also detonate causing a heavy 4 points of Funding, punching the overall funding to 8. August, 2002 is not a great month for the US…

Prestige down to 4 and Funding to 7.

TURN 7: September - October: The Final Turn…
(J): AP 1

- Iraq becomes a symbol of Sunni resistance with an additional cell placed there.

- We suffer a Prestige hit of 1 point when the UN leader Vieira de Mello is killed in Afghanistan.

(U): AP 1

- Military Reserves

- With the September, 2002 withdrawal from Gaza we push Jihadist funding down a point to 6 and attempt a WoI in Afghanistan in an attempt at pushing Kabul into fair governance. The attempt fails.

(J): AP 2

- CIA Reports travel attempts by Jihadist cells. Central Asia shifts a cell back into Afghanistan and an active cell in Afghanistan makes it to Iraq where there is now a threat of a Major Jihad against Saddam’s government.

- We suffer a 1 Plot success in Afghanistan.

(U): AP 2

- Our illustrious leader warbles on about an “Axis of Evil”, shifting our Posture to ‘hard’ once again. There is a small surge of popularity for this move throughout the US, taking our Prestige up to 4 which may help our final WoI attempts as we block the Plot in Afghanistan.

- Now that we once again take a ‘hard’ stand towards the GWOT we are able to implement enhanced measures and knock out a cell and dig another out of its hiding place in Afghanistan. We have also gleaned information we might be able to use regarding Iran…

(J): AP 3

- A Plot in Afghanistan is foiled

- Another Plot in Afghanistan is foiled.

(U): AP 3

- Thanks to the information regarding Iran, we test Turkey - the 5th fair country - remove one of the cells there and call up more Military reserves.

- A successful WoI attempt in Saudi and our resources go to 6 on the Victory Track. Now, if only we can retain this lead…

(J): AP 4

- A final attempt at placing a Plot in Afghanistan by Jihadists fails and the sighs of relief around the corridors of the Pentagon are clearly audible.

(U): AP 4

- Pirates in the Gulf of Aden cause some consternation but the year is at an end and we have achieved what we had planned to do. We put the Operations into Reserves.

- Additionally, the Philippines suffer Abu Sayyaf. Again, we ignore it and instead make a final WoI on Lebanon. It’s a failure, but we can sit back now and bask in our victory against the Jihadist global threat having achieved 6 Good resources (3 in Saudi, 3 in the Gulf States) in our GWOT within a year (or so) of the terrorist attacks against the USA…

Nice session. What were your thoughts of the game? Enjoy the solitaire play?

I've considered this one, but doubt the possibility of finding a ftf opponent, so my play would be limited to solitaire or vassal I suppose.

The Solo is good... Never the same game twice and some spookily challenging moves from the Flow Chart-driven Jihadist 'player'...

Highly Playable... Go For It!
