When exactly does the hit from Chasers is resolved ? "[...]after you or an opponent declares the Flee action." Does that mean exacly after someone says "Flee" ? Example : the attacker declares Flee, the defender flips his Chasers, rolls and hits the attacker's last crew. Seeing this, (originally planning to shoot because he too has only one crew but one less leadership die), he declares "Board". His that how it works ? And can you use Chain and Grape shots with Chasers ?

1) First the attacker declares his action: Flee? Then you may use chasers
2) Then the defender declares his action: Flee? Then you may use chasers (provided they aren't used yet).

Yes you may use chainshot or grapeshot.

SO if the chaser is a jolly ranger, and you use the chain-shot, and take out the last mast of the flee'er. They still must flee, but only use one seamen dice.... right?

Not quite. With no masts you can only select the shoot action. So they would be forced to select "Shoot" and as you say, only roll one die.
