Numerous people have remarked how well Netrunner plays from the starter decks. What is the replay value of the game, just using the starter decks with the same person?

High. It has a high strategy component, and the strategies ebb and flow over the course of play.

Being a collectible card game it doesn't work as well "out-of-the-box as a game designed for 2 like Lost Cities, or other Kosmos 2-players.

BUT the Starters can be used to play a good bunch of games out of the box - you don't really need more cards. Both sides (CORP deck vs RUNNER deck) play very differently. The CORP player can almost play like they are trying to complete a puzzle, simply building defenses while trying to complete their Agendas. The Runner must be more active, searching your deck for the right cards, getting the right programs and hardware installed, acquiring enough money to make the big run, etc. AND you can always swap "sides" to change it up. You play the Corporate side for awhile, then try the Runner side.

The game is as complex as Magic in that you will need to get a feel for the effects of cards in order to understand what can be done to you by your opponent. Of course, using the same Starter set will make this possible more quickly, but it may also make the game stale if one of you eventually figures out a way to exploit one of the decks.

Deck design can bring different play-styles to the Sides, and makes for more effective play between the two, but you would need more cards for this... if you stick to the starters, you will get a taste for a really cool game design that many of the critics loved, but just didn't quite cut the mustard for long-term life (I think the genre was just too small compared to "fantasy" audience that Magic has)

to see the "Decks of the Week" that people designed over the course of Netrunners lifespan. It is still a little popular in Europe I think. There was an online version at CCG Workshop , but Wizards of the Coast shut it down last year unfortunately...
