The best site I've seen teaching Go is http://playgo.to/iwtg/en/. This isn't the site you're referencing but it's good nonetheless.

The method you're talking about is commonly called "Atari Go" or "Capture Go." The page on Sensei's Library is not very large:

I use Atari Go on a 9x9 as a teaching method. When they can capture one of my stones with only a 5-stone handicap, then I teach them real Go.
