Subject: Cooperative Bidding Rule Question rss

When using the Cooperative Bidding rules, how do you determine the winner of a given bid when there is a tie?

I'll give an example:

Player A bids 1 on route 1.
Player B bids 2 on route 2.
Player C adds 1 to the bid on route 1.
If everybody else passes both route 1 and 2 will be tied with 2 each.
Which one would win the bid?

I see two choices: they must continue until a higher bid emerges, or Player B wins since Players A & C weren't able to exceed his bid. It's not clear from the written rules which only stipulate that bidding continues until all players pass.

Player B wins since he was not overbid.

(however, I think the game is more fun with the simple individual bidding rule)

That's actually the at-the-table ruling we came up with too. We reasoned that the first bid to be the highest was the current and that any tied combined bid was just that: only a matching bid and needed to be higher in order to win.

I don't like the cooperative bidding rules as much as the standard ones. They seem to add wonkiness like in this example and require remembering other little exceptions/details/tiebreakers without really adding anything much to the game. They definitely don't seem to "fit" as nicely as the original rules!
