You know, there's nothing inherently correct about the standard order of operations we use, it's just something that was decided upon. People should still be aware of it, but you can't fault them for not being able to figure it out if they don't know it.

It's a near-universally agreed upon method for interpreting mathematical expressions, is taught in grade 5-6 (IIRC), and is used extensively in any math course from that point on.

This really is basic stuff.

I would agree in principal, but I would put forward that understanding the symbols and what they represent is one level of comprehension below (as in easier than / more fundamental than) understanding the rules by which to use the symbols.

Further, I would say that the basic rules (such as + [plus] means add) is one level below more esoteric rules like the multiple orderings with which the rules can be used in different circumstances (left-to-right as you read vs order of rule precedence)

So, that would be two levels of comprehension between understanding the symbols themselves and understanding the higher level rules of usage ordering.
