Suppose the Jihadist plays Videos on a tun when GTMO is in effect. Can he still recruit, because only "recruit operations are prohibited, but this is a recruiting event?

Assuming that GTMO prevents this, because the intent was to prevent all recruiting, is the Jihadist still allowed to play Jihadist Videos to select and test three countries? Does he get to put a cadre in each, since they did not receive cells?

Use of Jihadist Videos to recruit is still allowed, even with GTMO in play, see 6.2.3.
Basically, unless the prior event specifically blocks the latter (e.g., Detainee Release after GTMO, Lashkar-e-Tayyiba after Indo-Pakistani Talks), 6.2.3 applies.
