(Hopefully this is the right place to ask this, if not, apologies...)

Something recently jogged a memory of a board game that I played once, around 15 - 20 years or so ago and I'm trying to remember what it was called, but not had any luck.

From what I recall the players were "town planners" trying to construct buildings in a city divided into blocks (ie the game board).

IIRC there were different types of buildings with values from low to high and, I think, locations which also had values which could boost your score from each building.

The main mechanics I can remember were that in a Round each player would decide which building they were going to construct and where, but everyone also had a Veto they could use once to block someone building in a location, so Player 1 would propose to construct a building somewhere and then Players 2, 3, 4 could decide whether to let it pass or Veto it.

Player 2 would then propose a building and players 3, 4 and 1 get the opportunity to Veto it etc.

Once all the construction for that Round was completed (ie buildings either built or vetoed) the starting player marker would move clockwise by one player and everyone would get their Veto back again for the next Round.
