TWILIGHT STRUGGLE: LATE WAR SOVIET LEADERSHIP MINI - VARIANT

An interesting what-if of the Cold War is what would have happened if Gorbachov had not embarked the Soviet Union in radical reforms. There was a protracted struggle behind the scenes of the Soviet leadership between reformers and immovilists, especially acute in the early 1980’s. The two leaders representing moderate reform and immovilism (Andropov and Chernenko) were both very old and very ill when they acceded to power in 1982 and 1984, leaving the field open to Gorbachov’s all-out reformism. But, was this an inevitable outcome? What if Andropov or Chernenko had lived longer, or had appointed someone younger and more energetic from their same faction to run the USSR? This small variant explores these possibilities.

USSR player rolls one die at the beginning of turn 7. Apply the following modifiers to the Soviet Leadership die-roll:

+1 if VP score is US 4 or higher
-1 if VP score is USSR 4 or higher
+1, 0 or -1, at the option of the USSR player
The USSR player must reveal what modifier he has elected for the die roll. The die roll itself is secret.

Outcome of the Soviet Leadership die-roll:

1. If using the Optional Cards:

First, remove from the deck THE REFORMER, GLASNOST and YURI AND SAMANTHA. Then, out of sight of the US player, carry out the following instructions, depending on the score of the Soviet Leadership die-roll:

5 or higher: PERESTROIKA - Gorbachev. Add the following cards to the deck:
GLASNOST
THE REFORMER
THE NOVOSIBIRSK REPORT

3-4: LIMITED REFORM - Andropov. Add the following cards to the deck:
SECOND COLD WAR
THE MAN WHO SAVED THE WORLD
NUCLEAR PARANOIA
YURI AND SAMANTHA

2 or less: IMMOVILISM - Chernenko. Add the following cards to the deck:
THE DECEMBER COUP
SECOND COLD WAR
THE IMMOVILIST

2. If not using the Optional Cards:

THE NOVOSIBIRSK REPORT (USSR, 2)*
USSR player searches the deck until he finds the two first USSR events. USSR player adds these two cards to his hand and then shuffles the deck.

SECOND COLD WAR (USSR, 3)*
USSR scores 1 VP at the end of every game turn for being ahead on the Space Race and 1 VP for being ahead in Military Operations.

THE MAN WHO SAVED THE WORLD (USSR, 4)*
Remove this event from the game to cancel or prevent NUCLEAR PARANOIA.
Alternatively, remove THE MAN WHO SAVED THE WORLD from the game to cancel US play of WARGAMES event.

NUCLEAR PARANOIA (US, 3)
USSR player loses the game due to Global Thermonuclear War if he causes DEFCON to drop to 1 or 2.
This event is cancelled or prevented by THE MAN WHO SAVED THE WORLD.

THE DECEMBER COUP (USSR, 3)*
USSR conducts a 5 Ops Free Coup Roll against any one country in Eastern Europe.

THE IMMOVILIST (USSR, 3)*
USSR obtains +1 to the Ops value of all cards used for Ops Points during this turn. May not be played as an event in the same turn as BREZHNEV DOCTRINE.

BAIKONUR COSMODROME (USSR, 1)
USSR obtains -1 die roll modifier to all Space Race rolls, and the Ops value required to play a Space Race card is 1 less than the number printed in the box the USSR player is rolling for. Discard at the end of any turn in which the USSR has not made a Space Race die roll.

I have done the first solitaire playtesting of the "immovilists" in the Late War scenario. Brezhnev and Chernenko were defeated by Carter and Reagan. SECOND COLD WAR and THE DECEMBER COUP need strengthening. BAIKONUR COSMODROME was OK.
I will think how to improve those cards and update the original rules.
