When playing a Fire Action card in order to Opp.Fire, can you also play a Crossfire Action card as well?

Yes you can, and you can even play more than one if you like.

It fact - because Crossfire can only be applied against moving units, it can only be applied as part of Op.Fire.

Yes you certainly can. But don't forget that the Crossfire Action only applies to THAT shot, and is then discarded. Which means that even though you wouldn't have to play another Fire Order (Op Fire) to shoot at that same unit if it continued moving after your first shot, you WOULD have to play another Crossfire Action to once again gain another +2 to your F.P. for a subsequent shot, and so on.
