Russian RR movement must begin and end in hex 2100 and/or railroad town.

Why?. Given a capacity to move up three divisions in a month (about 30.000-40.000 men), i think this heavy traffic only can be assumed in towns with marsahaaling yards.

30,000 per month = 1000 per day. Easy enough to unload in the middle of nowhere from cattle cars on a single track.
As long as the movement starts offboard (with reinforcement) or in a railroad town, I see no problem. The Japs are going to cut the line pretty fast anyway (turn 2).

The question is not loading or unloading the men, but turning the train in the middle of the steppe

And, of course, the japs cut the line always in turn two.
