Can the Papacy call for a debate in England prior to any areas in England being reformed? If so, if they loss the debate does the Protestant get to flip a space in England if there is no German port that has been converted to Protestant control.

Yes, provided the Protestant has an English debater (so not turn 1 and not if Tyndale has already been burnt).
If they lose and the Protestant can't reach an English port then he gets no benefit (well, apart from VPs if he disgraced the Papal debater).

This is one reason why its often sound Papal tactics to call a debate in English in turns 2 and 3. Its also a reason for the Protestant to flip a port on the North Sea.

They can, but only if there is an English-language-zone Protestant debater. So, they can't call a debate their until Tyndale arrives on turn 2, and if he's burned then they have to wait until the next set of debaters arrive.

If there are no Protestant ports on the North Sea then the Protestants can't flip any spaces if they win, but the Pope can flip German spaces if he wins. (You can flip wrong-zone spaces only if all of the zone is your religion)
