If I place a mill tile on the board I have the option of placing a mill on it.

Am I correct that if I place a mill tile adjacent to an island tile it flips over?

Does it flip over regardless of whether I build a mill on the tile? Can I reveal the islands and then decide if I want to build a mill?

The island tiles only flip when they are adjacent to owned mills (emphasis from the rulebook)–so we have always played that you have to decide beforehand if you want the mill, and then the adjacent tiles only turn over if you do take ownership of the mill.
