My question comes from entering the map in a single divisional column.

The [21.14] Soviet Single Column March Order illustration lists the numerical Movement Points for each unit entering the map 40, 30, 20, 16, 12, 8, 4 and then recycles back to 40, 30, 20...etc.

I am presuming during this scenario that the second, and even third cycle take place on the second and third turns respectively.

I had the same interpretation.

Movement rate 40 assumes AM mode ... does that mean the units must be in AM mode at scenario start?

No, they don't have to be, but you have to adjust each unit's move rate proportionally if using a slower mode.

That is my understanding as well...see Case [21.11].
