The names of the most influential and highly emulated game designers (Chaturanga, Pachisi, Mancala, Cards, ...) have not been passed down through the centuries. The custom of giving credit to the designer on the box cover (or even the rule-book) was established not too long ago, with Alex Randolph being one of the pioneers fighting for it. So instead of answering the original question, I'll answer the question with ALL TIME being replaced with RECENT HISTORY.

Francis Tresham - for promoting games without dice
Kevin Zucker - Napoleon gamer extrordinaire
Steve Jackon - simply for being one of the most prolific game makers of all time and managing to get his company raided by the secret service in the process
Marc Miller - For Traveller - Car wars and that seemingly endless myriad of games from GDW
Reiner Knizia - I am bored with his new games but he was a breath of fresh air and much emulated before
Lewis Pulsipher - More influential than he is oft given credit for
