Holy League is interesting, this seems to imply that player counts other than the full set are being built into the game rules.

So is Here I Stand in theory but in practice it's a 2 OR 6 player game where you double up on powers if you have less players (unless playing the 2P variant).

The wording of Holy League implies that some powers can not be present in a game and it still plays fine.

The Ottomans and the HRE become controllable allies in games with fewer than 6 players, which means that for 4 and 5 players it's still just one major power per player. With 2 or 3 players some multi-powering is needed.

This is excellent news, as great fun as 6 player HIS is, gathering the necessary people is frequently a chore, being able to play a single power with 4 or 5 is a great thing for me

Phil: We emphasized the 4 and 5-player configurations and have had several rounds of playtesting just focused on those numbers. Improving the play with those numbers of players was definitely a goal for VQ development.
