Greetings:

When the lights out condition states that the player ends his/her move after entering a building, does that actually mean that hero's turn is over over literally, just movement through the building ends that turn? I'm asking because for the most part, it doesn't seem particularly important or detrimental if you end your move once you've entered a building. It's only our second play so maybe we're missing something.

It just ends the movement phase. You could then do your shooting and fighting, etc. It is really only detrimental when you need to get through a building and can therefore only do it one space per turn, so it can take a while. If you are right at a door, you can then leave and it's not really a big deal.

It's a great card to play on a Hero that's ventured too far into a building. Since they can only move one square at a time until they reach a door it cost them that many turns they could have spent searching, in addition to keeping them localized for zombies to close in on them.
Adversely, experienced players won't go farther than one space into a building unless they absolutely have to.

Another tactic is to play it on building that shares a door with another building, like the High School and Gym. Playing lights out on the Gym is like shutting the backdoor to the High School.

There is also the effect having a bunch of Lights Out and Taken Over markers on the board has on a Hero Players' psyche. They start feeling claustrophobic as the board shrinks on them.
