From what I can tell, the command system is the same HQ system used in Shiloh. Unit combat abilities are also similar: attacking artillery fire at -1 in round 1, cavalry units (only) can retreat in round 1, etc.

After a quick look, some differences between Shenandoah and Shiloh:

Unit movement is constrained by road limits rather than area border limits.

Blocks can overstack to fight a battle. (This in itself is a huge difference from Shiloh.)

Overstacked units take hits (similar to Richard III) instead of being eliminated at the end of the turn.

Only units in supply can rebuild steps.

Units can be split into detachments in the Supply Phase.

Rail and offboard movement is allowed.

Artillery units can specifically target enemy artillery units.

Rules error in 6.2?

Attack limits are the same as Move Limits except an attack crossing a ford, bridge, or gap is at 50% these limits. Hence, only four (4) blocks can attack along a major road that crosses a ford, bridge, or gap.

This should only be three (3) blocks, I think.
