Yes it can retreat into such a hex. Yes it can participate (defend).
No. A a unit cannot attack more than once per turn (unless when you get a CA result twice in a row).
see 10.3.4 and 10.7.2
[10.3.4] One Battle Per Unit: No unit may attack more than once per friendly Combat Phase, and no Target Hex can be the object of more than one battle per Combat Phase (not including counter-attack results; see 10.7.2)
• Unengaged Units: It could happen in such battles that only some units in a hex are being (counter)attacked, but not others. That is allowed, however only the participating units are affected by all combat results; the “unengaged” units will suffer only the Retreat results.
