Ran into an odd situation with CC:R - a Partisan Sighting Marker is located on the Axis border row and time changes initiating the placement of reinforcements. The Axis player also has reinforcements to place.

Who places first? The active player or the inactive player? Important because the Axis player knows where the Sighting Marker is and could place his reinforcements there to force a Melee.

6.1.2, Subparagraph 5) (version 1.1 of the rules):

if there are one or more units in the space now occupied by the Time marker, the owning player(s) brings them into play as reinforcements by placing them in any hex(es) along his friendly board edge (inactive player first).
