For the purpose of rolling the referee die during the returns of a kickoff or a punt where the player die comes up a penalty check who is considered to be the offense and who is the defense?

On Page 2 of the summary of play step 1 states:
"Defense will kickoff to receiving team (Offense)"

On Page 8 of the Punting rules description:
"If the offense does not wish to go for it on 4th down, they punt the ball away"

Also on Page 8 of the Punting rules for using penalty and referee dice:
"Roll Referee & Penalty dice. If Penalty occurs, adjust ball, then repeat punt attempt from new spot. (Note, a penalty may give the punting team a new 1st down.)"

At the end of the punting section on Page 8:
"If the Defense chooses to attempt the return, they roll the Green die and the PLAY die."

It seems to me that on a Kickoff the receiving team is the offense and the kicking team is the defense. But, on a punt the punting team is the offense and the punt returning team is the defense.

A clarification would be appreciated though.

Then a follow up to that. Where are the penalties applied on a punt? From the return spot or the kicking spot?

Thanks again!

A - In this game, the Offense on a kickoff or punt is considered the receiving team. (see Summary of Play, 1, page 3)

A - The penalty on a punt takes place at the kicking spot only. (If you wish to institute a house rule to add a little more variety, you could say that the 5A penalty occurs at the spot of return.)
