I would have thought that by now China would have figured out the best way to win is to forego some of the heavy military and just make us irrelevant economically (which is going fabulously well btw).

Also, consider the amount of damage (economically, and psychologically) crashing a few planes into two skyscrapers and the Pentagon did to us. Wouldn't about 25 nuclear warheads pretty much suffice?
