Guys we are just having the hardest time with this. We need help with the resources pile specifically. We're working with the alliance set and the first story mode in this book.

Not sure what help you need but these stacks of cards go into the resource piles.

First, you place the Basic Resource Piles, which usually go in every game/mode. Each of these is one stack of cards. 5 & 6 are also one stack each but each one is composed of 2 different kinds:
(1) “Ammo X 10”
(2) “Ammo X 20”
(3) “Ammo X 30”
(4) “Green Herb”
(5) “Handgun” & “Burst-Fire Handgun”* - Shuffle these cards into 1 stack
(6) “Combat Knife” & “Survival Knife”* - Shuffle these cards into 1 stack

Assuming you are doing "Initial Horror" story mode, these each make a stack:

o Fierce Battle
o Gathering Forces
o Desperate Escape
o Quirk of Fate
o Star-crossed Duo
o Uroboros Injection
o Red Herb
o Telescopic Sight Rifle
o Riot Shotgun & Triple Barreled Shotgun* - Shuffle these cards into 1 stack
o Flash Grenade & Grenade Launcher* - Shuffle these cards into 1 stack
o Russian Assault Rifle & Signature Special* - Shuffle these cards into 1 stack

So after setup you should have all these stacks (17 stacks in total; I think there should be 18 but I am not sure which one is missing as I am looking at the rule book now) of cards face up.
