Are all town markers placed at the beginning of the game or as trops move through?

Regarding town markers; none are placed on the board at the start of play,
the towns are printed on the board in the appropriate colours i.e. blue and gray. When an army occupies an enemy town the "half" counter is placed on the town to show its now occupied. At the end of the year, if the town is still occupied a full coloured counter is placed on the town and the town is now considered captured for which the team will garner victory points - see 4.3 in the rules (page 11).

Does this mean if Fort Monroe is under confederate control you do not win?

The confederates get 6 VPs at the end of each year they hold Ft Monroe.

Capturing Ft Monroe, although significant (and hence the large number of VPs gained) would not have been a war winning event - capturing Washington or Baltimore would certainly have been war turning events, militarily and especially politically.

Game chart 1 explains it fairly well I hope
