The action "Fishing near the shore" allows to move ships to fish, fishing herrings and sell them at the market in a single action.
This action allows to transform two barrels of salt in a single barrel of herrings and sell them to Market. It's not possible to catch cods.
This action is not influenced by the weather conditions and the presence of pirates.
This action is a Navigation type, the cost of Market type actions is not modified but the price of herrings goes down normally.

Example: Anna has two caravels in the harbor with 3 barrels of salt each in the cargo. The price of herring is 3. By performing a Fishing near the shore Anna transform the six barrels of salt in 3 herrings which are immediately sold for 9 coins.

The idea of this new action is to give, especially to the last players in a 4-player game, an alternative action especially when the cost of navigation increases.

This action introduces a quick fishing cycle and it can be valuable when the price of salt is very low (e.g. after a massive salt sale) and if one wants to influence the price of the herrings.
Otherwise it has almost no effect: when the price of salt is high or the action costs is still low it is better to go for normal fishing or selling directly the salt.

I can see it usefulness when there are two players stockpiling salt in the depot. In some cases it helps to reduce the gap between the first player selling the salt and the other player that has the depot full and the price low.

Let me know what do you think about it and how it works.

I can only see this helping the players have a simple route to earn money easily until it goes too high, to which then they will all head off to the sea anyways. My last game had pretty much almost all of the action tracks on the 7 or higher before anyone figured it wouldn't be worth it to do another action. With this variant, the player with most money would use the easy route it beneficial, if not, do the regular way. This adds complexity but no more depth of gameplay. If it somehow had some building for ownership, helping those who own it, maybe it would be worthwhile. As is, anyone can do it, so it would just be quick money and dropping the fish market, making sea fishing less desireable unless the fish pay off is high enough, aiming everyone to sell from deep sea fishing of only one kind of fish, because the other would be slammed to the 2 pretty quick.
