Under city control we are asked to place Red control markers in all remaining cities in Russia. Strictly speaking we would be placing them in Transcaucasus, right? But that wouldn't make sense. How does everybody else play this?

Transcaucasus is neutral and out of the game until Strategic Turn B. Treat it as if it was behind the occupation line until then.

This one confused me as well during setup. Rule 3.4 convinced me the intent was not to mark transcaucasian cities during setup (even though control markers are not "units"). It could/should have been written more clearly.

Agree with the clarification as the reds starting resource count would be 6 instead of 5 due to control over Baku. It is also clear in rule 3.4 the confusion arises because this rule come after the control setup markers rule.
