Sorry, me again...
I'd like to clarify a very basic rule:

The pile of information blocks is face up, but shuffled.
If you perform a search action you draw a new information block from the pile.

It might be picky, but this means "draws the topmost information block from the pile", doesn't it?

I think you got that right. That's how we play. What it does is allow everyone to see what the next tile will be. Sometimes it will be a race to place the next tile, but sometimes no one wants to place the next tile.

Yeah that's how you're supposed to do it. My group made it so the information blocks/tiles/cards are faced down so that way we remember what to do what the cards say (i.e. Yakuza's roll 1d6 against each pawn, etcetera). Plus, we found that the element of surprise adds more fun to Zaibatsu. That's also kind of the fun thing about this game, the rules are designed to be experimented with (at least that's how I feel, anyway).
