What do you do when duplicate (or triplicate) technologies come out in a 2-player game? It's one thing to let everyone get a copy of the same tech, but when the third starbase hits in a 2-player human v. Human game, things start to feel silly. Is there anything in the rules about not putting evry copy of every tech in the bag for smaller games?

Nope. But in smaller games, there are more tiles drawn per player than in larger games. This makes up for it.

If you take out duplicates (or Starbases for Terran-only) then you're more likely to just draw two of any given tech, meaning starting player becomes less useful. Part of the reason starting player is useful is because you can then snag the technology that your opponent was eyeing before he can get it.

The whole point of the tech draw is to keep everyone from converging on the same "optimal" techs. I look at "dead" draws as your research teams hitting dead ends...meets design intent, I think.
