If a player suggests "a player" for presidency, can they nominate themselves, or does it HAVE to be another player. According to the text (nominate "a player", self-nominations are possible - is that true?
This one here is context sensitive.... unless some text specifies in the lines of "other than yourself" (e.g. certain crisis cards such as Requested Resignation that in effect forces the presidency to change hands, unless you're the only human left), then you're free to nominate yourself (e.g. the Administration 5YG

Actually, when we played the forced Requested Resignation, we decided to lose a resource instead, otherwise we would have lost another turn to getting another player nominated again. (The by-then-Admiral-and-only-pilot was busy buzzing around the ship trying to keep everyone alive, no time for presidency).
Also, cna the +- 2 modifier cards for skill checks be played at any time by any player, or just the active player?
I'm assuming you're taking about Declare Emergency
. It can be played by any player. However, as specified on the skill card, it can only be played after a skill check total has been tallied, but before you resolve it.
