I don't think any Nazgul are wise; if they were, they wouldn't have put on those cursed rings in the first place.

The better question is "How many does it take to change a light bulb?".

I sorta see having the additional nazgul as a "luxury item." If I have muster dice to spare, (ie, if there are no FP armies knocking at any Shadow stronghold, or if the fellowship isn't pressuring me to hurry with their progress), then I will bring them in. Having an army with more than 5 points of nazgul leadership is quite deadly when you utilize battle cards requiring the sacrifice of some nazgul leadership to use. However, once it hits late game, I'm usually putting all of my muster dice into new units to obtain those last few VP, so any nazgul destroyed/not mustered in the late game are usually not brought in to play.

Guys, we're talking vanilla nazgul here, obviously. Otherwise the poll would have a response option for "9". Or did you forget how many were in "the nine"?
