I marked Greeks as OP, but that is because I mostly play 2-player. In 4-5 player, I think they are less powerful, so I would not mark them as overpowered in that case.

Arabs, not a lot of experience yet, but they seem pretty OP from my limited experience.

Russians slightly OP out of original civs, but not overly so...still, I marked them down. They are the only civ that I think realistically can achieve a tech victory among experienced players in most game conditions, pre-expansion. Post-expansion, not a lot of experience to evaluate, but it does seem to make tech victory more rapidly reachable by others.

Americans very fun to play, as they are quite versatile.
