I very much enjoy this game, though there almost seems to be two "games" within the larger game: one game is the building up of cities and(the resource generation engine), the other is the rail network to deliver cubes to win the game. The resource generation game does impact upon the rail network/delivery game, but not so much vice-versa, except if you consider the gold obtained from new city connections, which may not add up to that much (each new city connection will yield, usually, between two to four golds, the equivalent of one to two resource cards, one time only).
How about this simple rule addition to create a variant that will cause resource generation to be more affected by rail building, and encourage player to create large networks involving their own cities (as opposed to multiple, small, unconnected ones):

When collecting resources, a player's city which is connected via a continuous path of that player's rail sections to one of that player's trains produces TWO instead of ONE resource card.

This rules, which produces an effect like the "cities" in earlier Catan games, will significantly change rail construction strategy, I think.
