Subject: Soviet Card 20b rss

I'm getting set to play a 1939 campaign game of TK and noticed for the first time that the Soviet Card 20b (Balkan Pact) is colored blue and has Pre-War printed in the upper right-hand corner, even though card 20b is in the middle of the light-gray limited-war cards. Is there some reason for this, or is it a printing error? I looked through the rest of the cards and can't find any other cards out of color sequence.

I dont think it is a printing error.

Before war begins, they can be diplomatic towards the balkans (20b). After war has started, they can instead chose to use brute force (20a).

The card is not in error. It is one of the Soviet pre-war diplomacy cards, similar to 8b, 10a or 10b.
