Yes, usually (in IRL) you plan the ship before you build it, and not the other way around.

You mean... you actually do the design before the implementation... wow, i have to introduce this concept to several software engineer colleagues of mine...

Don't get hasty, he said you design ships before you build them. Not software.
How can you finish the design of software before you write it, when the users don't actually know what they want until after they see it

For that matter the british navy have changed the design of their 2 new carriers during construction, so often that even the politicians are getting suspicious.whistle
