Small World? No resource collection, but variable powers and boards sized for 2 through 5. Plays pretty fast once you get used to it.

For something longer and deeper, maybe Sid Meier's Civilization: The Board Game.

Cyclades - It may not have true resource collection, but it's definitely in the same genre. I'm not sure how well it plays with two.

Conquest of Paradise - A bit more epic and civ-feeling, but it has everything else youre wanting.

DISCLAIMER: I haven't played either of these games. I've just researched them both a lot.

If you consider modules as "resource distribution points" Neuroshima Hex! is tight and vicious just like Nexus Ops.

Kings & Things, a beautiful game with a variable setup, exploration, area control, a similar combat system. A steal at $18 from Tanga second chance deals. It really does look like a game that retails at $70. Avoid the West End Games version for the Zman games reprint.

Viktory II. It's a labour of love by the designer and the production values are awesome. There's no resource collection as such, but plenty of area control and direct conflict.
