When you buy the village you only pay 2 rubles.
When you upgrade it to another card, you treat it as if it cost 6.

Remember that when you buy an upgrade you only pay the difference between the card you displace and the upgrade you purchase; So..if you upgrade the village to an upgrade that costs 15, you would pay the difference between 6 and 15 (9), instead of the difference between 2 and 15 (13). The village, therefore, makes upgrades cheaper to purchase later on.

So I can upgrade it... but with what? Aren't all the upgrade cards Workers? What Buildings are upgrades? Am I able to upgrade with any Building?

In the upgrade deck there are upgrades for workers of the different types (wood, cloth etc), buildings and aristocrats. The upgrades are marked with a square around the cost.

You can upgrade any of the cards that you purchase into an upgrade of the same kind by discarding your original card and paying the difference between the discarded card and the upgrade.

I guess I overlooked the obvious! modest For some reason we never made that connection, that anything in the Upgrade deck could be upgraded at the difference in the cost. We've been buying them at full value. Looking forward to seeing how this changes the game.

Interesting note after looking up Potemkin Village online:

Potemkin/Potyomkin Villages is an idiom based on a historical myth. According to the myth, Russian minister Grigory Potemkin constructed fake settlements to fool Empress Catherine II. Hollow facades of villages were constructed along the desolate banks of the Dnieper River in order to impress the monarch and her entourage with the value of her new conquests, thus enhancing his standing in the empress's eyes.
