I do not think it means what you think it means.
Whenever you become anxious or stressed, outer purpose has taken over, and you have lost sight of your inner purpose. Your state of consciousness is primary. All else is secondary.
The team of four firefighters surrounded the building intending to first get the fire under contol then pull the victims out. The CAFS Firefighter went in the front door while the driver had the fire truck at the back of the building. Each of them handled a fire outbreak near them and the Deck Gun calmed some flames in the center of the building. Then the Rescue Specialist and the Fire Captain started pulling people out.
FC went in the kitchen door and prevented the fire from spreading there while pulling out the cook then chopping through to a bedroom and pulling out another person. The RS chopped through the outside wall into the back bedroom and, ignoring the smoke and flames, pulled out four people. When the RC was outside with a recently rescued victim, water blasts from the Deck Gun kept the area passable for her next rescue. And CAFS finally got a moment to pull out two victims near the front door. So eight victims were rescued and no firefighters were in the house.
The FC ordered the RS back into the building where she found a victim along the back wall. She chopped through the wall and dragged the victim out. Then entered the building one last time eventually carrying the tenth victim out the kitchen door where the FC and the ambulance were waiting. While RS was in the building CAFS had ordered the ambulance to pick up all victims and had it waiting at the door for victim #10.
Over half of the 16 spots of structural damage were chopped walls but we got everyone out.
10 victims rescued = 100 points.
8 damage markers remaining = 16 points.
A Power Grid type scoring system seems more consistent with the Fire Rescue theme. Number of victims rescued determines the winner, like number of cities powered in Power Grid. Does it matter if you lose the house to save one more life?
There would be lots of ties in Flash Point, so buiding damage and hazmats could be tiebreakers. (Yes, I like the t-shirt: Money isn't everything, but it is the tiebreaker in Power Grid.)
