I guess that each Russian unit only moves once during the Movement Phase.
I mean it because as solitaire Russian movement is random, tracking which units have moved to which area can be quite tricky when the board has a number of Russian units.

Correct. The DR is made for each unit to see if it moves.

I've followed a procedure of placing the already moved Russian counters in the left side of the area, with the German units, to avoid moving them twice.

The combat units are in the upper sides of the areas and the events in the lower sides.

This way each area has four different corners for Russian units with different meanings.
