Where do I find the guidelines on boardgamegee.com for rating a board game a value between 1 and 10 that is consistent with the Board game geek community?

Hover your mouse over the "i" icon next to the box where you enter the rating. That shows our suggested guidelines.

boardgamegee.com - say who?

Put your cursor over the little blue (i) symbol. It offers a flawed guideline.

A lot of people rate somewhat idiosyncratically. I try to use the BGG-recommended guidelines, with the exception that only one euro, one wargame, and one abstract can have a 10 rating. Some people are a little more outré. But yeah--start with the recommendations; that's about what the wisdom of the crowds averages out to.
