Some of the utilities grant income and the rules do not say where the income comes from. Obviously the Currency Trader takes his money from the person making the deposit. But others are not so clear, for example:

Customs House Swindle: Collect $5,000 for each warehouse serviced.

Transport Company: Collects $5,000 from each functioning factory.


We are assuming that these funds are collected from the owner of said factories and warehouses as well as funds the Monks bleed from Coolies come from the owners. This is not stated clearly in rules but we are assuming it to be the case. If you know or believe otherwise, please advise.

Sec. 2.3, par. 1 explains the Transport Co.; I've always played that skulduggery income comes from the owner of the target (why would the bank pay?) otherwise a player wouldn't be making enemies. Servicing a warehouse is a decision the warehouse's owner makes, so he's the one to pay. F2
