I am looking for a program to allow my students to design hex maps for their games in our strategy game club. We are running Window 7 machines. They would need to be able to print them out.

Some I've heard of are HexDraw and HeavyMetal Maps. Any comments or suggestions.

For a special purpose application I do not know about other than those you list. Maybe Campaign Cartographer has hexmap support?

I made an extension to make hexmaps in Inkscape (which has the added benefit of being a general purpose vector drawing application, so it can be used for many other tasks, not only the maps):

Tiled can do tile-based hexmaps, if you download and compile from an alternative source (not in the main tree yet) (it supports Windows):
