The rules tell you how to play each card, but not what to do if you have no card to play.

For instance, I already had an orange and blue wedge in play. My opponent had no wedges in play. My hand consisted of two orange wedges, one blue wedge, a steal card, and a block card. I drew a double steal card. I had no card to play. We decided that I should just discard one card.

Anybody got any better ideas?

You can still play a wedge even if you already have that color. That way, if someone steals it, you have another.
