Can a fighter chase a bomber to the very edge of the board (hex 27) or must the fighter start its 1 MP turn right, 1 MP turn right at hex 25 in order to keep from exiting a board? If it must start its turn, then on hex 25 would be the last time it could combat a bomber it was on top of without going off the edge and exiting the game.

A nightfighter can voluntarily exit the map, so yes, it can go for a last-chance shot at a bomber about to exit.

But if you don't want the fighter to exit and leave the game, do you have to break off the chase starting at hex 25 to be able to turn?

Yes. To be precise, hex 25 on the even columns and hex 26 on the odd columns are your last chance to turn around.
