it seems the way the rules are written that in a 2 player game you will never get the opportunity to place this settlement, since there is no E phase in either the long or short game...is this correct?

Correct. The rules mention that the only way to place it in the 2-player game is by using the Castle.

Or you could use the house rule that the 2 player game ends at a fixed time (the way it does in 3-4 Player) and there is a final settlement phase.

I've heard other players say this is a much more enjoyable experience than the "as written" 2 player mode.

The two player game doesn't end until you only have one building left to build. So it is very possible for the game to extend a bit if neither player builds that next to last building for awhile giving ample opportunities to make use of the "build a settlement" building action.
